School Code of Ethics and Code of Conduct

Effective Date: December 5, 2025

Preamble

In accordance with section 54.0.1 of the Act Respecting Private Education (chapter E-9.1), the School Organization must adopt a code of ethics, in the form prescribed by the Minister, applicable to its staff members and to any person called to work with or be in contact with minor or disabled students.

This code of ethics must indicate the practices and expected conduct of the people called to work with or be in contact with minor or disabled students. It must also provide for the obligation to report without delay to the School Organization any violation of the provisions it contains that could reasonably raise concerns for the physical or psychological safety of students. Finally, it must be published on the School Organization’s website and made available by any other means to anyone who requests it.

This code of ethics serves as a reference tool to which every staff member of the School Organization and every person called to work with or be in contact with minor or disabled students must adhere. It sets out the principles that must guide their actions in ethical matters as well as certain practices and conduct expected of them.

These practices and expected conduct are not exhaustive, do not limit the managerial rights of the School Organization, and must be interpreted broadly and liberally. The fact that a practice or expected conduct is not listed does not exempt a staff member or person called to work with or be in contact with students from responsibility regarding inappropriate or inadequate behaviour.

This code of ethics does not replace, nor can it limit, any obligation related to the conduct of a staff member or any person called to work with or be in contact with minor or disabled students that is contained in a law, regulation, collective agreement, policy, agreement, contract, or in the rules of conduct adopted by a school’s governing board. It also cannot replace any other code of professional ethics applicable by virtue of belonging to a professional order or association.

Legal and Regulatory Framework

This code of ethics applies in accordance with the laws and regulations in force, including but not limited to:

  • Canadian Charter of Rights and Freedoms
  • Charter of Human Rights and Freedoms
  • Charter of the French Language
  • Civil Code of Québec
  • Act Respecting the Laicity of the State
  • Act Respecting Private Education
  • Act Respecting Access to Documents Held by Public Bodies and the Protection of Personal Information
  • Act Respecting Labour Standards
  • Act Respecting Occupational Health and Safety
  • Youth Protection Act
  • Act to Facilitate the Disclosure of Wrongdoings Within Public Bodies

Objectives

The objectives of this code of ethics are to:

  • Establish a reference guide on practices and expected behaviour from all staff members and persons called to work with or be in contact with minor or disabled students.
  • Encourage critical judgment and ethical decision-making.
  • Build and maintain the trust of students, parents, the school community, and the public toward the School Organization.

Scope

This code applies to all staff members and to any person called to work with or be in contact with minor or disabled students.

Definitions

  • Staff Member: Any person employed by the School Organization, regardless of employment status.
  • Person Called to Work with Students: Any individual who, without being an employee, performs duties bringing them into contact with minor or disabled students (e.g., volunteers, trainees, contractors, tutors, supply teachers).
  • Minor Student: Any student under 18 years of age.
  • Disabled Student: A student considered disabled within the meaning of applicable legislation.
  • Rules of Conduct: The school’s student code of conduct, as required by the Loi sur l’enseignement privé and related regulations.
  • School Organization: Église-École Académie Chrétienne De La Foi (Faith Christian Academy)

Principles

Staff must promote:

  • The safety, dignity, and integrity of every person.
  • A school environment that protects rights and freedoms.
  • Equity, justice, and fair treatment of students.
  • A healthy, safe, and respectful learning environment.
  • Zero tolerance for violence, intimidation, or harassment.
  • Exemplary professional behaviour.
  • Educational success and social justice.

The school environment must protect and promote the fundamental rights and freedoms of all persons within it, as guaranteed by the charters of rights and freedoms, ensuring that these rights are exercised with respect for the democratic values of Québec society, equality between men and women, the secular nature of the State, and the importance placed on the protection of French as the common language.

Staff must respect the secular nature of the State and ensure that their conduct aligns with the obligations of the Loi sur la laïcité de l’État, particularly regarding the neutrality of public educational spaces.

Practices and Expected Conduct

1. Respect, Civility, and Kindness

All staff must demonstrate respect, courtesy, and professionalism in all interactions. Staff must support positive, empathetic relationships and uphold school rules and norms of civility.

Additional permitted expectation:

  • Communicate respectfully with students, colleagues, and parents, even in challenging circumstances.

2. Justice, Equity, and Neutrality

Staff must act fairly and equitably, without discrimination. Staff must avoid promoting their political or personal religious views and must show objectivity when such topics arise.

3. Professional Posture

3.1 Conduct and Responsibilities

Staff must maintain professionalism, judgment, and a responsible attitude.

Additional permitted expectations:

  • Promote a classroom environment that is positive, inclusive, and conducive to learning.
  • Maintain professional boundaries with students in all contexts.
3.2 Incompatible Functions

Staff must avoid roles or activities incompatible with their duties.

3.3 Professional Distance

Staff must maintain an appropriate professional distance with students, including avoiding:

  • friendships or intimate relationships.
  • ambiguous situations outside the school context.
  • personal communication through social media.
3.4 Language

Staff must prioritize the use of French as per the Charter of the French Language.

3.5 Dress and Appearance

Every staff member or any person called to work with or be in contact with minor or disabled students must adopt attire that is appropriate for the educational environment, respectful of the applicable provisions of the school’s rules of conduct, where applicable, and must exercise critical judgment regarding their clothing choices and the messages they convey. This requirement applies both on the physical work premises and in distance-learning settings as well as during off-site activities.

3.6 Digital Responsibility

Staff must ensure their social media use aligns with their role-model responsibilities.

Additional permitted expectations:

  • Avoid posting inappropriate or school-related negative content online.
  • Model ethical digital conduct.

Every staff member or any person called to work with or be in contact with minor or disabled students must ensure that their use of social media is consistent with the image and role-model responsibilities associated with their position, particularly by questioning the relevance of sharing certain information (photos, videos, etc.) or by limiting access to such content.

3.7 Drugs and Alcohol

Alcohol or drug use is prohibited while performing duties or in the presence of students.

4. Safety, Health, and Well-Being

Staff must:

  • Ensure their own safety and that of students.
  • Refrain from all forms of physical or verbal violence or intimidation.
  • Report signs of distress and refer to appropriate resources (including DPJ when indicated).
  • Apply physical intervention only as a last resort in emergencies.

Additional permitted expectations:

  • Actively supervise students during class, transitions, and school activities.
  • Avoid unauthorized early dismissal of students.

Any staff member or person called to work with or be in contact with minor or disabled students who, in the exercise of their duties, has reasonable grounds to believe that a teacher has committed a serious misconduct in the course of performing their duties, or an act that contravenes the honour or dignity of the teaching profession involving behaviour that could reasonably give rise to concerns for the physical or psychological safety of students, must report the situation without delay to the Minister.

5. Discretion, Confidentiality, and Protection of Personal Information

Staff must:

  • Act with discretion.
  • Respect confidentiality.
  • Access only the information necessary for their role.
  • Share information only when legally appropriate and respectfully.

Additional permitted expectation:

  • Maintain confidentiality in all student-related discussions and communications.

Staff members may access personal or confidential information only when such access is strictly necessary for the performance of their duties and must never consult or share information out of curiosity or for personal reasons.

6. Integrity, Honesty, and Transparency

6.1 Integrity and Good Faith

Staff must act transparently and maintain public trust.

6.2 Use of Property and Resources

Staff must use school resources responsibly and avoid personal use without authorization.

6.3 Fraud, Misconduct, and Ethical Behaviour

Staff must avoid any involvement in fraud, corruption, falsification, or misconduct.

6.4 Conflicts of Interest

Staff must avoid real or perceived conflicts of interest and disclose any potential conflict.

6.5 Gratifications (Gifts)

Staff must refuse any gift, benefit, or advantage that could influence or appear to influence their professional judgment. Only modest, symbolic tokens may be accepted.

7. Professionalism, Competence, and Engagement

Staff must:

  • Fulfill their duties diligently.
  • Maintain professional competence.
  • Contribute actively to student success.
  • Collaborate with colleagues.
  • Participate in the school community.

Additional permitted expectations:

  • Communicate promptly with parents regarding serious concerns.
  • Respond to parent and staff messages within a reasonable timeframe (48 hours).
  • Demonstrate preparedness and professionalism in all duties.

8. Loyalty and Duty of Reserve

Staff must:

  • Act with loyalty toward the School Organization.
  • Avoid making public statements that harm the school’s reputation.
  • Use the internet and social media prudently.
  • Not speak on behalf of the school without authorization.
  • Obtain approval before publishing work that appears to represent the school.

Reporting

Reporting Ethical Violations

Any staff member or person working with students who witnesses or learns of a violation of this code of ethics that may reasonably raise concerns for student safety must report it without delay to the School Organization.

Duty to Report Teacher Misconduct to the Ministry

Any staff member or person working with students who has reasonable grounds to believe that a teacher has committed serious misconduct, an act incompatible with the honour or dignity of the teaching profession, or any behaviour that could reasonably raise concerns for the physical or psychological safety of students must report the situation without delay to the Minister of Education, in accordance with provincial reporting procedures.

This obligation is mandatory and cannot be waived or delegated.

Reporting Procedures – ÉÉACDF

  2. In emergencies, staff must ensure student safety, notify administration, and contact emergency services when required.
  3. If the concern involves a teacher whose conduct may compromise student safety, a report to the Ministry must also be filed in accordance with provincial procedures.
  4. All reports are confidential and staff are protected from reprisals.

Distribution and Application

  • Administration is responsible for promoting and applying this code of ethics.
  • All staff and collaborators receive a copy.
  • The code is published on the school website and available upon request.

Sanction

A violation of this code of ethics may result in disciplinary measures in accordance with applicable laws, agreements, contracts, and school policies.

Evaluation and Updating

The School Organization evaluates the code annually and updates it when required.

Effective Date

This code of ethics comes into effect on September 3, 2025

FCA SCHOOL CODE OF CONDUCT

Note: This section constitutes FCA’s Rules of Conduct (règles de conduite) as defined in the MEQ template and is to be read in harmony with the Code of Ethics in Part A.

1. Purpose

The Faith Christian Academy (FCA) Code of Conduct is designed to facilitate a safe and encouraging learning environment for students, staff, and parents.

2. Expectations for FCA Students

FCA affirms the right of all students and staff to learn and work in an environment that is respectful, safe, healthy, inclusive, welcoming, tolerant, and conducive to learning.

FCA students are to:

  • Be polite and respectful to peers, staff, and school guests, demonstrating respect for authority and self-discipline.
  • Respect private and public property both at school and off school grounds.
  • Use polite and respectful language at all times, refraining from foul or inappropriate language in both spoken and written communications.
  • Follow the school dress code.
  • Avoid any form of physical or verbal aggression, in person or online.
  • Use technology in a positive and productive manner both during and outside of school hours.
  • At all times work to the best of their ability.
  • Complete assignments, meet deadlines, and study for tests and exams.
  • Arrive at school and classes on time and come prepared to learn with the correct attitude, textbooks, and supplies.
  • Have a healthy respect for their own body and refrain from the use of drugs, tobacco, and alcohol.

3. Expectations for FCA Staff

FCA staff members are to:

  • Be polite and respectful to students and their parents.
  • Expect reasonable and appropriate behaviour from students and their parents.
  • Conduct classes in a manner that leads to learning and skill acquisition.
  • Provide adequate notice for tests and evaluations.
  • Provide clear and concise directions for all assignments.
  • Evaluate assignments, tests, and exams in accordance with Ministry of Education guidelines, in a clear and transparent manner.
  • Establish clear, consistent, and equitable classroom guidelines for students.
  • Communicate with parents as necessary.

4. Expectations for FCA Parents

FCA parents are to:

  • Receive regular communications from the school.
  • Communicate with teachers or administrators regarding concerns for their son or daughter.
  • Ensure the punctuality and daily attendance of their son or daughter.
  • Collaborate with the school to encourage a positive attitude toward learning.
  • Deal with school personnel respectfully and courteously.

5. Why is a Code of Conduct Necessary?

To provide a safe school environment, rules and regulations for conduct are necessary. Each student is obliged to respect the rules outlined in this Code of Conduct. The rules are designed to:

  • Establish and maintain a safe and positive school environment.
  • Help students develop self-discipline, responsibility, and accountability in both their school and extracurricular lives.
  • Protect the basic rights of all members of the school community from harm or abuse.

Failure to comply with these rules will bring about specific disciplinary sanctions. Sanctions are graded and applied according to the severity and/or frequency of the infraction.

6. Disciplinary Structure

Handled by Classroom Teacher / Person in Authority (Minor Violations):

Possible interventions include, but are not limited to:

  • Verbal reminders of appropriate behaviour.
  • Removal of privileges.
  • Conference with the student.
  • After school detention.
  • Assignment of additional academic work.
  • Contact with the student’s parent.
  • Referral to administration.

Handled by School Administration (Repeated or Major Violations):

  • Meeting with the student.
  • Meeting or conversation with parent(s).
  • Letter of reprimand sent to parents and kept in the student's file.
  • After-school detention.
  • Assignment of community service hours.
  • Out-of-school suspension.
  • Expulsion.
  • Police notified.

During an out-of-school suspension, the student is denied access to the school, to all educational services, and to all social, athletic, and extracurricular activities, even those taking place outside regular hours. Situations where suspension may be applied include, but are not limited to:

  • Acts of verbal, physical, or cyber violence toward any member of the school community.
  • Refusal to accept disciplinary measures.
  • Repeated refusal to abide by school rules.
  • Behaviour that interferes with the education of other students.
  • Behaviour that poses a danger to self or others.
  • Possession or use of any tobacco, vape, or illegal substance.

Students who have been suspended may not return to school unless accompanied by a parent/guardian for an intake meeting. If not accompanied, the student must report to the administration and remain there until a parent meeting takes place. Re-entry conditions will be set at that meeting.

Administration will contact the police for all serious violations of the Code of Conduct.

FCA may also apply restorative measures, including:

  • Verbal or written apologies
  • Repair or replacement of damaged property
  • Participation in restorative discussion circles
  • Participation in mediation sessions
  • Community service tasks

Sanctions are determined based on the nature, gravity, frequency, and recurrence of the behaviour, following a graduated approach.

7. Rules of Behaviour

7.1 Respect for Self

Attendance
  • Students must attend all scheduled classes.
  • Students must be on time for school and classes.
Dress Code
  • Students must wear the school uniform at all times during regular school days. Uniform items must be clean and purchased from VVOG, the authorized provider.
  • Boys: grey pants worn at the waist; white polo shirt (long- or short-sleeve) with the school logo; white dress shirt; navy sweater or sweater vest with the school logo; grey hoodie or navy zip-up jacket with the school logo.
  • Girls: school kilt or skort (for elementary), grey dress pants; white polo shirt (long or short sleeve) with school logo or white blouse with school logo; navy sweater or sweater vest with school logo; grey hoodie with school logo.
  • For gym class, students must wear the VVOG school gym uniform: a grey t-shirt with the VVOG logo and grey track pants or navy sweatpants.
  • Gym shoes (runners, not skaters) are required. Failure to wear the gym uniform may result in reduced participation marks.
  • On non-uniform days (if permitted), students must wear respectful clothing that does not distract others from learning.
Prohibited Attire
  • Ripped clothing.
  • T-shirts with unacceptable language, logos, sexual innuendo, or promotion of violence, drugs, or alcohol.
  • Halter or tube tops, spaghetti straps, exposed midriffs.
  • Visible underwear, low-riding pants.
  • Excessive cleavage.
  • Short shorts or skirts (fingertip rule applies).
  • Offensive jewelry or logos.
Smoking
  • Students are not allowed to smoke during school hours, including lunchtime and all extracurricular activities. Cigarette facsimiles (e-cigarettes, vapes) are prohibited on school property.
Lunch Hour
  • High school students may have the privilege of leaving school property at lunch but must respect the privacy and property of residents and merchants.
  • Secondary I and II students must have written permission on file to leave the property.

7.2 Respect for Others

Attitude
  • Students must show respect for all members of the school community and always be cooperative and polite.
  • Disruptive behaviour that impedes others’ learning will not be tolerated.
  • Offensive language is not tolerated.
  • Physical aggression, including fighting, play-fighting, and “birthday beats,” is not tolerated.
  • In accordance with FCA’s Anti-Bullying Policy, harassment of any member of the community (bullying, racial/ethno-cultural harassment, discrimination, cyber-bullying, physical/verbal abuse, slander, or sexual harassment) is not tolerated.
  • Videotaping acts of harassment, bullying, or violence for distribution or entertainment is strictly forbidden.
  • Bystanders in conflict situations may be subject to sanctions.
  • Video or audio recording of any person without their knowledge is strictly forbidden.
  • Students must address all staff members using respectful formal language, including the use of “Ms.”, “Mrs.”, or “Mr.”, and must “vouvoyer” staff at all times, as required by provincial regulation.
Classroom Conduct
  • Students must be prepared for class with the necessary materials.
  • Damaging or stealing property is prohibited and may result in disciplinary and financial sanctions (restitution).
  • Students are to refrain from eating during class time.
  • Students must clean up after themselves and remove personal belongings when moving to the next class.
Electronic Devices

In accordance with provincial regulation, the use of cellphones, earbuds, smartwatches, or any other personal electronic device is prohibited throughout the entire school day, anywhere on school grounds, or during any school activity, unless:

  • The teacher authorizes use for a pedagogical purpose;
  • The device is required for the student’s health, safety, or an emergency;
  • The student has needs recognized as EHDAA accommodations.
  • Devices used in violation of this rule will be confiscated.
  • Students bring electronic devices at their own risk; the school is not responsible for loss or damage.
  • They may not be used between classes or during class time.
  • Recording applications may not be used to invade privacy or disrupt the safety or security of the learning environment.
Cyber Misconduct
  • Cyber-bullying (using technology to threaten, ridicule, spread rumours, or defame character) is not tolerated.
  • Misuse of technology to invade or threaten personal privacy or disrupt the school environment is not tolerated, including misconduct outside of school hours.
  • Serious cyber misconduct may result in suspension or expulsion.
  • Cyber threats will be reported to the police.
Illegal Substances, Weapons, Prohibited Items, and Gambling
  • Possession or use of alcohol, illegal drugs, or drug paraphernalia is strictly prohibited.
  • Possession of weapons, real or replica, is strictly prohibited.

Responses may include:

  1. Parents are contacted if a student appears under the influence or exhibits disruptive behaviour; the student is removed from school, and suspension may be imposed.
  2. For dealing/supplying controlled substances or drug paraphernalia, police will be contacted; suspension or expulsion may follow.
  3. For bringing weapons (real or replica), police will be contacted and sanctions applied.
  • Gambling of any kind is not allowed on school property.

7.3 Respect for the School Environment

General Cleanliness
  • Students are responsible for maintaining cleanliness inside and outside the school.
  • Littering is not tolerated.
  • Students must clean up after themselves in the lunch areas and hallways.
  • Vandalism, graffiti, and careless or destructive use of school property are prohibited; students and parents will be expected to pay restitution.
  • Tampering with fire alarms or safety equipment is prohibited and may lead to suspension and police involvement.
Hallways
  • Pushing, shoving, running, shouting, swearing, or rowdy behaviour is not tolerated.
  • Hallways must be kept clean; garbage goes in appropriate bins.
  • Excessive displays of affection are prohibited.
School Visitors
  • FCA students may not visit other schools during the school day, including lunchtime.
  • Students from other schools or external visitors are not permitted in the FCA building or on school property during the school day without administrative permission.
  • FCA students who wish to bring an out-of-town guest must seek prior administrative approval.
Detentions
  • After-school detentions assigned by administrators are 60 minutes long.
  • Eating, talking, and listening to music are prohibited during detention.
  • Students must be punctual for detention.
  • Missed detentions are doubled; failure to attend the doubled detention may result in suspension.

8. Academic Policies

Homework

  • Homework must be completed and handed in on time.
  • Homework should be recorded daily.
  • Plagiarism (using someone else’s work as one’s own without proper acknowledgement) is forbidden.
  • Plagiarized work may receive a mark of zero and additional penalties at the teacher’s or administrator’s discretion.

Classroom Tests and Evaluation Situations

  • Students and parents should do everything possible to ensure attendance for tests and evaluations.
  • Students must provide a parent note when missing a class test or assignment.
  • Consideration for missed tests is given only for valid reasons.
  • A grade of zero may be issued for missing a test or assignment without a valid reason.
  • Talking, wandering eyes, or any communication during a test can be perceived as cheating.
  • Unauthorized notes or papers during tests may be considered cheating.
  • Cell phones and electronic devices are prohibited during tests.

Examination and Evaluation Periods

  • End-of-term periods are critical for evaluation; attendance is essential.
  • Absences during evaluation periods can only be excused for:
    1. Serious illness or accident (medical note).
    2. Death of a close relative.
    3. Court summons.
    4. Participation in a national or international sporting or cultural event.
    5. Personal or immediate family crisis confirmed in a meeting with the administration.
  • Accommodation is made only for valid absences; unjustified absences will be marked accordingly.

Textbooks

  • Textbooks are school property and are loaned for the duration of a course.
  • Lost or damaged textbooks (beyond normal wear) must be replaced at the student’s expense.

9. Attendance Policy

  • School attendance is a major factor in success and is required by law.

Absences

  • Parents/guardians must call or email the school on the day of an absence.
  • Students are responsible for catching up on missed work.
  • Chronic absenteeism impacts performance: a meeting with parents may be requested.
  • Teachers are not required to provide work in advance or for extended holidays.

Signing In and Out

  • Students may sign out during the day only with written parental permission.
  • Students leaving early must sign out at the administration.
  • Returning students must sign back in at the administration.

Lateness

  • Late arrival is disruptive and will not be tolerated.
  • A note from a parent/guardian is required when a student is late.
  • Students who are late without a note may be sanctioned.
  • Students arriving late must sign in with the administration.
  • Chronic lateness may result in sanctions and parent meetings.

Skipping Class

  • Skipping classes is prohibited; sanctions will be applied, and parents may be notified.
  • Students may be required to make up time in detention.
  • Persistent skipping may result in suspension.

10. Exam Protocol

  • Valid reasons for missing a major exam are: serious illness (doctor’s note) or death in the family.
  • Cell phones or electronic devices are not allowed in the exam room; equipment may be confiscated and a mark of zero given.
  • Backpacks, bags, and jackets are not permitted in the exam room.
  • Students must bring their own pens, pencils, rulers, etc., and may not share materials.
  • Students should arrive at least 10 minutes before the exam.
  • Calculators may be used only when permitted; graphing calculators may be prohibited in some exams; calculators on electronic devices are not permitted.
  • Students may not leave their seats during the exam.

A student may be dismissed and have their exam annulled for:

  1. Using unauthorized materials.
  2. Helping or receiving help from another student.
  3. Attempting to communicate with another student.
  4. Exposing written answers to another student.

Failure to follow exam protocol may result in the exam being annulled.

11. Field Trips

Participation in day trips or overnight field trips is based on:

  • School Fees: All school fees must be paid or a payment plan in place.
  • Attendance: Excessive absences or incomplete work may result in exclusion from the trip.
  • Overall Academic Standing: Students must be in good academic standing.
  • Behaviour and Attitude: A Positive and cooperative attitude is required. A suspension during the year may restrict or prohibit participation.
  • Health: Students must be deemed physically and mentally fit by the administration; a doctor’s note may be required in certain cases.

12. Prom

The Graduates’ Prom celebrates academic accomplishments and graduation. Participation is a privilege, not a right.

  • The prom is an alcohol- and drug-free event.
  • Students who have been asked to leave FCA are not permitted to attend any grad activities or school functions.
  • Students must exhibit a positive and cooperative attitude to attend grad events.
  • Guests from outside the graduating class may attend only at the administration’s discretion.

13. Rules for Appropriate Use of Technology

  • Use of the FCA network is a privilege, not a right.
  • Students must conduct themselves responsibly while using hardware, software, the internet, and social media.
  • Technology use must support a positive learning environment; in class, it must be used only for curriculum-based purposes.
  • Students should advocate for their own cyber safety and help create a positive online environment.

Cyber Misconduct Includes:

  • Cyber-bullying.
  • Using technology to disrupt the school environment.
  • Cheating on tests, exams, or homework via devices or the internet.
  • Recording individuals without permission.
  • Posting images or text of individuals without permission.
  • Downloading unauthorized files, programs, or images in class.
  • Creating or downloading texts, emails, or images of a sexual nature.
  • Circumventing FCA network security.
  • Deliberately damaging school data, hardware, or software.

Consequences for Cyber Misconduct:

  • Suspension of computer privileges.
  • Suspension or expulsion from the school.
  • Reporting cyber threats to law enforcement.
  • Financial restitution for willful damage.

Anti-Bullying and Anti-Violence Plan

Anti-Bullying and Anti-Violence Plan

Goal: To prevent and stop all forms of bullying and violence targeting a student, a teacher, or any other staff member.

Definitions:

Bullying: Refers to any repeated direct or indirect behavior, comment, act, or gesture, whether deliberate or not, including in cyberspace, which occurs in a context where there is a power imbalance between the persons concerned and which causes distress and injures, hurts, oppresses, intimidates, or ostracizes.

Violence: refers to any intentional demonstration of verbal, written, physical, psychological, or sexual force which causes distress and injures, hurts, or oppresses a person by attacking their psychological or physical integrity or well-being, or their rights or property.

Analysis of the School's Situation: Annual School Climate Portrait & Priority Needs (Required by MEQ)

Each year, Faith Christian Academy will collect and analyze data related to bullying and violence, including:

  • Results from climate surveys (November & April)
  • Number and nature of bullying/violence reports
  • Sanctions applied
  • Feedback from staff, students, and parents

Based on these results, FCA will identify priority areas for intervention and describe them in the annual update to this plan.

This portrait will be published in summary form on the school website in compliance with MEQ requirements.

School Portrait: Faith Christian Academy Mission:

Recognizing that each child is a gift from God, individual and uniquely talented, FCA provides a quality education in a safe, caring, faith-based, Christian environment encouraging students and families to develop their individual personal and moral characters through mentoring, guiding and reaching out as they grow in their relationship with Jesus Christ and become tomorrow’s leaders.

1. Steps towards anti-bullying: Faith Christian Academy will poll the student population twice per year (November/April) to identify the student perception of bullying. Faith Christian Academy commits to having standard written reports completed by staff, students and parents regarding reported incidents of violence or bullying. Faith Christian Academy will record in-school and out-of-school suspensions and expulsions related to bullying and violent behaviour.

2. Prevention Measures:

The Faith Christian Academy Community holds firm in the conviction that education and dialogue are the keys to changing attitudes towards issues of bullying and violence in schools. As educators, we are committed to providing opportunities for all members of our community to explore these issues, share experiences, move towards a greater understanding of their underlying causes and build the capacity to rise above them. We acknowledge that changing attitudes and culture is a long-term process. To that end, established measures such as those listed below should be considered as part of a general plan to promote a safe and caring school environment.

Proposed Steps:

  • The Faith Christian Academy Code of Conduct will be distributed to all school members and parents annually. The Code will be discussed and referenced in communications with the school community throughout the year, so it remains an active document within the context of this plan.
  • Faith Christian Academy will continue to implement programs related to anti-violence and anti-bullying over the course of each school year.
  • Faith Christian Academy will engage in ongoing teacher/staff dialogues on bullying and discrimination prevention.
  • Faith Christian Academy commits itself to including messages regarding anti-violence and anti-bullying during student assemblies over the course of the academic year.
  • Faith Christian Academy will integrate competencies such as self-regulation, empathy, conflict resolution, and healthy communication into classroom activities and school-wide initiatives. Restorative practices (including discussion circles and relationship repair) will be used as needed to promote a positive climate.

Cyberviolence Prevention and Intervention (Required by MEQ)

Faith Christian Academy will address all forms of cyberbullying, including:

  • Harassment via messaging or social media
  • Non-consensual sharing of images or videos
  • Anonymous threats or intimidation

Cyber incidents occurring outside school hours will be investigated when they negatively affect the school climate or student safety.

Rights and Responsibilities of Students

Students have the right to:

  • A safe and inclusive learning environment
  • Protection from intimidation, bullying, and violence
  • Confidential and respectful handling of reports

Students are responsible for:

  • Treating others with respect and dignity
  • Reporting incidents of bullying or violence
  • Contributing positively to school climate

Measures to Encourage Parental Collaboration:

Parent collaboration and cooperation is critical to the success of any plan to eliminate bullying and violence in schools. The Faith Christian Academy Community includes parents and, as a consequence, it is understood that parents are committed to the goals and objectives of this plan. It is critical that parents work with the school and engage in constructive dialogue on issues as they arise.

Proposed Steps:

  • Faith Christian Academy shall review and distribute the Anti-Bullying & Anti-Violence document annually.
  • Faith Christian Academy will distribute the Code of Conduct annually on renewal of registration to F.C.A.
  • Faith Christian Academy will post information or links on its school website with relevant parent information regarding bullying, being a responsible bystander, internet safety, cyber-bullying, etc.
  • Faith Christian Academy commits to ongoing communication between school personnel and the parents of children who are being bullied and those who engage in bullying behaviours, until complete resolution of the problem.
  • Faith Christian Academy commits to periodic follow-up communication with the victim of bullying, and his/her parents to ensure that the measures taken have been successful.
  • Faith Christian Academy administration commits to making initial contact at the beginning of the year with new students to discuss how the year can be successful for the student.

Procedures for Reporting:

All members of the Faith Christian Academy Community are entitled to a safe, non-threatening, and easily accessible process for reporting incidents of bullying or violent behavior, regardless of whether they are victims, witnesses, or a reporting party. It is understood that our process is designed to facilitate and encourage, not impede, the reporting of incidents.

FCA guarantees that no student, parent, or staff member will face reprisals or negative consequences for reporting an act of bullying or violence in good faith.

Proposed Steps (Students):

Faith Christian Academy guarantees confidentiality for parties reporting incidents of bullying and/or violence. At the same time, we guarantee that the identified perpetrator is fully apprised of the details of the report made against him/her.

  • Any Faith Christian Academy student who witnesses an act of bullying or violence has the responsibility to tell a school staff member and/or an adult at home, so those adults can follow up and report as they see fit and necessary.
  • Faith Christian Academy will provide all students with an email address where they can submit written communication with the school administration regarding issues of bullying or violence. At school assemblies, students will be informed about and encouraged to email the appropriate person to report on bullying or violence in the school.
  • Once a student has made a verbal report of a bullying or violent incident, he/she provides a written report of what has taken place. Providing the student is capable of producing said report.
  • Faith Christian Academy confirms that any verbal report given to a staff member from a student must be documented and followed up on.

Proposed Steps (Parents):

Investigation Timelines

  1. Acknowledgment of receipt of a report: same day or next school day
  2. Beginning of investigation: within 24–48 hours
  3. Initial measures and communication with parents: within 48 hours
  4. Completion of investigation: within 10 school days, unless exceptional circumstances require more time

All steps must be documented.

  • Members of the Faith Christian Academy parent community who are made aware of a bullying situation or act of violence involving either their own child or another student of the school are obliged to contact the school administration. This contact and subsequent follow-up will be documented by Faith Christian Academy personnel.
  • Within two days of receiving the report the reporting parent will be contacted by the school to be assured that the situation is being investigated and that appropriate action(s) is being taken. Further details will be limited in order to insure confidentiality of parties involved.

Faith Christian Academy invites the following forms of contact from parents:

Actions to Be Taken When Observing Bullying or a Violent Act:

Immediate Protective Measures (Required by MEQ)

When a bullying or violent act is reported or observed, FCA staff must ensure immediate safety by:

  • Separating the involved students
  • Ensuring the victim is supervised by a trusted adult
  • Notifying school administration immediately
  • Determining whether emergency services are needed
  • Contacting parents of involved students as soon as feasible

These measures must be applied without delay to ensure the protection and well-being of all students.

Role of Investigators

Bullying and violence investigations are conducted by:

  1. The school administration
  2. A delegated staff member trained in investigation procedures

Teachers or other staff who witnessed the event must provide written documentation.

No member of the Faith Christian Academy Community will be indifferent towards reported or witnessed acts of violence and bullying. We are committed to responding to and investigating any report we receive that suggests that an incident of violence and/or bullying has taken place amongst our population. Furthermore, we are committed to considering all available facts in a timely and efficient manner.

Proposed Steps:

  • All Faith Christian Academy staff will be committed to a zero-tolerance policy regarding acts of violence or bullying, or reports of such acts. All acts or reports will be investigated.
  • A Faith Christian Academy staff member who observes or is made aware of a possible act of bullying or violence must intervene to assess the situation and take action if deemed necessary.
  • If the situation does not threaten the staff member who is a witness or who has been told of an incident, he/she must intervene immediately.
  • If the staff member considers his/her intervention in the situation successful, the student is not referred to the administration. An intervention/incident report must be filed (submitted to administration) if the staff member considers the incident to be one of violence or bullying.
  • The staff member may determine that the student involved in the bullying and/or violent behaviour should be sent directly to the administration, depending on the severity of the incident.
  • At the discretion of the administration, police intervention may be requested in the form of a 911 emergency call or a call for support from the school’s Socio-Community Officer.
  • A Faith Christian Academy student may intervene if the situation does not threaten his/her well-being and/or may choose to seek assistance from a staff member.
  • Any Faith Christian Academy student who witnesses an incident of violence or bullying must report the incident to the appropriate staff member in the school using the established procedures for reporting.
  • Any member of the Faith Christian Academy Parent Community who is a witness to an act of bullying or violence is obliged to report that incident directly to the school administration.

The steps that are undertaken include investigation of the report, appropriate measures taken, and appropriate follow-up as per the procedures for reporting.

Note: All Faith Christian Academy reports of incidents of violence and/or bullying must be forwarded to the appropriate Regional Director when students are excluded from their regular course of studies as a consequence of their actions.

6. Measures to Protect Confidentiality:

As part of the investigative and follow-up processes, Faith Christian Academy is committed to maintaining fair, accurate, and confidential records of each reported incident of bullying or violence, regardless of the outcome of the investigation. These records will include specific details on the incidents in question, the steps taken by the school as a consequence of its investigation, and an indication of intended follow-up. Faith Christian Academy is committed to keeping these records confidential and secure to protect all parties, regardless of their role in the incident.

Proposed Steps:

  • The Faith Christian Academy anti-violence/anti-bullying plan will be reviewed annually, and all staff members are reminded that every incident and its follow-up must remain confidential.
  • All reports of bullying and/or violence will be kept in a secure location under the supervision of the school administration.
  • The reports named above will be kept in a distinct file from the Cumulative File or Confidential File of an individual student.
  • In all instances and procedures, sensitivity to the fears and feelings of all parties must be maintained.
  • Members of the Faith Christian Academy Community agree that in all cases involving minor students, information shared should be on a need-to-know basis only.
  • All parties acknowledge that Faith Christian Academy personnel are not obliged to share information about involved students (victim, perpetrator, and witnesses) with anyone other than other staff and the parents of that student.

Supervisory or Support Measure for Victims, Witnesses, and Perpetrators:

All members of the Faith Christian Academy Community will be thorough in their treatment of reported cases of bullying or violence. They pledge to intervene in an appropriate manner, request the intervention of school administration if necessary, and report the incident as per the process described in the Measures to Protect Confidentiality Section of this plan.

Proposed Steps (Victim):

  • An adult staff member will determine the severity and frequency of the incident(s) through a discussion with the student. The adult may be the classroom teacher, administrator, or another adult staff member with whom the student is comfortable talking.
  • At Faith Christian Academy, the administration or student services personnel will conduct scheduled follow-up meetings with the student to ensure that bullying or violence has stopped and to provide support. The degree of support offered at these meetings and their frequency shall depend on the victim's feedback regarding the current circumstances.
  • In all cases, a determination will be made of which members of the school staff must be notified of the incident to ensure the student’s safety.
  • Parents will be informed immediately following the incident and regularly updated until the situation is resolved.
  • The victim will participate in discussions or follow-up meetings with their support contact to establish a sense of security.
  • In some cases, the school team may suggest a referral to the CSSS for victim services.
  • The Faith Christian Academy team may suggest that any or all of the parties involved take part in social skills groups.
  • The Faith Christian Academy team may suggest referral to an outside agency for support or services if it feels such services are warranted.
  • In all cases, victims of bullying or violence should have a reasonable expectation of feedback from an intervening adult figure in a timely manner to guarantee a sense of safety and security in the school.

Proposed Steps (Bystander):

Following the incident, an intervention may be held with any bystanders to determine their role in the incident.

  • If the incident witnessed is severe, bystanders are met, in a group or individually, to debrief the event, discuss their role and to determine more appropriate actions in the future.
  • Consequences are applied, if appropriate for students that are actively involved in encouraging the incident.
  • Faith Christian Academy reserves the right to contact the parents of bystanders when it feels such contact is appropriate.
  • As with victims, witnesses to acts of bullying or violence should have a reasonable expectation of feedback from an intervening adult figure in a timely manner so as to guarantee a sense of safety and security in the school.

Proposed Steps (Perpetrator):

Once an incident has been reported, an investigation completed, and the incident confirmed as bullying and/or violence, the Faith Christian Academy administration meets with the perpetrator.

  • The perpetrator is told of the report, discusses the incident, and is given a consequence.
  • The perpetrator’s parents are called and informed of the incident and the consequences.
  • The parents may be asked to come to school for a follow-up meeting.
  • In cases where it is deemed necessary and appropriate, Faith Christian Academy may refer the perpetrator and his/her parents to support services available to the school.
  • It is expected that following any intervention, the perpetrator must report to the administration for follow-up discussion concerning the incident in question.
  • Parents are requested to collaborate and be part of the plan which includes sanctions but also support.
  • In any circumstance, intervention with a perpetrator of an act of violence or bullying at Faith Christian Academy may include a therapeutic intervention as a means of support.
    • Such interventions may include:
    • Referral to an outside organization for support (CSSS)
    • Intervention of CSSS Social Worker

Support for Staff:

FCA will provide staff members with guidance, administrative support, and training to intervene safely and effectively in bullying or violent situations.

Staff members who report or intervene in incidents will also receive follow-up support as needed.

Disciplinary Sanctions:

The Faith Christian Academy Community is committed to applying fair, consistent, and appropriate sanctions in all cases where it has determined that acts of bullying or violence have taken place. These sanctions will always be applied with the understanding that the long-term objective is for rehabilitation and reintegration but that the safety of the whole will never be subordinate to that objective.

Proposed Steps:

  • The perpetrator will engage in a discussion with the adult who witnessed the incident or was told of it, if the adult decides that no further follow-up is required. A report goes to the administration.
  • Faith Christian Academy may request that the perpetrator be supervised during free time, i.e., lunchtime, instead of having free time. The perpetrator's detention may be requested.
  • Faith Christian Academy staff members may request that the perpetrator be sent to the administration or another designated area while the initial investigation of the incident is being carried out.
  • The following measures may be put into place:
    • In-school suspension supervised by Faith Christian Academy personnel.
    • Planning Room periods with stated objectives with respect to reflection and discussion of offending conduct.
    • Referral for an anger management program
    • Community Service, either inside or outside of the school setting.
    • Out of school suspension with progressive re-entry and a re-entry meeting with parents and the student with administration.
    • Out-of-school suspension, with a re-entry meeting with parents and the student, and with the administration. A plan is developed for the student and agreed to by all. Teachers and staff implicated in the plan are informed.
    • Recommendation to expel from the school
    • Involvement of the police
    • Reflection Time
    • Loss of school privileges, extra-curricular activities, attendance at outside events, etc.
    • Referral for outside services

A clearly articulated progression of consequences:

  1. 1st Offense: Mediation takes place with the victim, the perpetrator & the Principal. Time at home to reflect on changes may occur for the perpetrator.
  2. 2nd Offense: The perpetrator is suspended, and the school encourages the victim’s parents to press charges.
  3. 3rd Offense: The police become more involved, e.g., a police report is filed.
  4. 4th Offense: The perpetrator is expelled, and the police are more heavily involved because charges have been pressed.

In all instances, these measures are applied at the administration's discretion, taking into account the circumstances, severity, and number of offenses.

Required Follow-Ups:

The Faith Christian Academy Community recognizes that once the initial investigation and response process has been completed, supervisory or support measures may need to be put in place for the perpetrator, the victim and, when deemed necessary, the witnesses to an act of bullying or violence. The extent of these follow-up measures will depend upon the nature of the incident and the degree to which it is believed that long-term intervention is necessary.

Proposed Steps:

  • Faith Christian Academy commits to ongoing discussion with the victim and, if necessary, his/her parent regarding the school’s intervention and any actions required after the initial investigation and intervention.
  • Should it be considered necessary, Faith Christian Academy commits to a follow-up discussion with any witness who supported the action taken, if a report was made.
  • Faith Christian Academy will not be indifferent to instances where witnesses to acts of violence or bullying fail to intervene or report such incidents to an adult in the building (bystander). In such cases, Faith Christian Academy commits to making the bystander aware of the school’s expectation and his/her responsibility to intervene or report in such circumstances.
  • Faith Christian Academy will meet with the perpetrator and his/her parent to discuss possible further sanctions and further consequences if another act occurs. The contents of this meeting will be documented and recorded for future reference if necessary.

Annual Review and Publication Requirements

This Anti-Bullying and Anti-Violence Plan is reviewed annually by the administration and approved by the Governing Board/School Organization as required by legislation.

A public summary, including updates and priority needs, will be published on the FCA website each year in compliance with MEQ standar
